  3. If you are unable to reach an agreement with the contractor regarding the necessary repairs, consider filing a complaint with your local building department. If the contractor is licensed, you may also seek assistance from the relevant licensing authority to help resolve the problem.

It's worth noting that insurance is unlikely to cover the damage if your roof was not installed by a professional, licensed roofing contractor.
